What is the protocol to speak before City Council on a particular issue?

Public input is invited at the beginning of the meeting to discuss an item not on the agenda. If an item is on the agenda or set for public hearing, public input is invited at the appropriate time on the agenda as recognized by President of Council or Committee Chair.
